:No. Seele had the Kaworu dummy plugs, and Gendo didn't get his Rei dummy plug line operational until Episode 18. That thing has been described as a crude substitute for a human pilot. It makes no sense. Also, get your unit designations right. This entire article needs to be cleaned up thoroughly. Furthermore, the activation test seems to have been performed for Eva-00, and by extrapolation, Eva-02.
