Who knows, Pen Pen continues to be Evangelion's most mysterious character. Dr. Nick: Pen Pen was originally meant to be the true final boss of the series. Hence the vaguely bird-like nature of the angel face design which is subtly mirrored in the design of Pen Pen's backpack; the beak-like noses of several of the Human Instrumentality Committee members; the Black and White Moons being referred to as eggs; the headless, winged statue associated with Kaworu being a poultry reference, etc.
