Eva Unit 08-ICC piloted by Mari and 6 heavily shielded battleships are escorting a sciencentific team in a DSVR ("Deep Submergence Rescue Vehicle", the kind of submarine used to reach very deep parts of the ocean). The AAA Wunder is directing the operation from a safe location up above in the sky and Sumire Nagara, the dark skin crew member introduced in 3.0, is responsible for directing the flying movements of the 6 ships and Mari.
====Why is the movie called 3.0+1.0 and not 4.0?====


**What are they doing in Paris?**
There is no definitive answer to the question yet, fans speculated it could be a stylistic choice, a case of tetraphobia (fear of the number 4) or it could have a deeper meaning. Or all three option altogether.


They are there to retrieve spare parts for their two Evangelion from an old branch of Euro NERV. After the events of 3.0 they are infact without any functional Unit, as Unit 08's arms got corroded at the end of 3.0 to eject Shinji from Evangelion 13, and Unit 02 self destruct at the end of 3.0 to save the Wunder from the Mark.09.

It is likely they flew to Paris immediately after the event of 3.0.
The movie, like all previous entries of the Evangelion series, has two different titles. "Shin Eva" is the abbreviation of "Shin Evangelion Gekijōban", the Japanese title.

The scientific team suffesfully activates a Angel-sealing Hex Pillar. The Angel-sealing Hex Pillar is equipped with an Anti-L System. The operation was already initiated by unnamed "precessors" that completed it up to Stage 4, leaving it in stand by with only Stage 5 to clear for Wille.
In music ( :|| ) is the repit sign. It means "go back to the beginning and play again, then continue". It is left to interpretation however if the ( : ) are part of the musical sign or if it's a colon. If it is indeed a colon, the music symbol ( || ) simply means "end".

From 2.0 onwards in almost every scene involving NERV or Wille's facilities there are some QR code-like symbols called Angel-Sealing Hex Glyphs. What is new information from this footage is that the Pillar is similar in nature to the Evas, so it's possibly not human made or at least not derived from human technology.


**Why is the scientific team wearing plugsuits and helmets, why they have limited time?**
According to Mari, they are yet to be found.


Paris is described as "Category 6 core-converted surface", and the Oxygen levels are at "-3". It is implied that the L-Barrier is the cause. In simple terms, the air is toxic and the ground is corroding, so plugsuits are acting as hazard suits. This also explains why they have to be dropped from the sky: the legs of the DSRV are already being corroded after a few minutes exposed near surface level.

**Wait, what is this L-Barrier?**
Considering the state of Unit-08 and the absence of Shinji, Asuka, Rei it is likely not much time passed. It is possible the movie could take place only a few hours after the events of Evangelion:3.0.


At the end of Evangelion:3.0, in the very last scene, Asuka says that the "density of the L-Barrier is too strong" for Lilins (humans) to come and pick them. 3.0+1.0 confirms that the L-Barrier is fatal to humans.

It was already hinted in various occasions in previous movies, but it is extremely likely that Eva pilots aren't mere humans: at the end of 2.0 Shinji is capable of ripping the controls of his entry plug with bare hands; Mari grows fangs when he activates Beast Mode; in 3.0 Asuka has superhuman strenght; none of them aged past the age they had when first become Eva pilots (Curse of Eva).
The new configuration of Unit-08, named "ICC" (Improvised Combat Configuration), was implemented after the events at the end of Evangelion:3.0. Its arms were corroded beyond repair by contact with Awakened Eva-13 while extracting the Entry Plug containing Shinji.
The synch with Evangelion Units have permantely altered the pilots' body.

More than once Ritsuko also mentions that the pilots may be subjected to contamination or they may lose their humanity. It appears that pilots are somewhat more than simple humans and have no repercussions from being in the L-Barrier.
