The Angel can be seen on the other shore of Lake Ashino from the Eva, above Neo Tokyo 3
At the end of the cut, the dummy holds up something resembling a gun.
UrsusArctos: The geography here appears significantly messed up. We see the Eva balloon being brought out from a city with Tokyo-3 style tall buildings a slightly San Francisco/Seattle looking waterfront in the previous shot, which suggests the city behind the balloon was Tokyo-3 itself. It's reasonable that they'd want that balloon in the city as a decoy during a fight. But this shot reveals that it is all across Lake Ashi, and the map of the Hakone-Lake Ashi area doesn't indicate any large urban area on the South side of the lake. The direction of motion suggests that balloon was being towed towards Tokyo-3 the whole time, and I seriously doubt Ramiel would tolerate having it inflated in its presence, towed out across the lake, and then brought back again.
