If what he were trying with Maya weren't so creepy, I'd take the scene as a sign there was something more to him than met the eye (as with so much else in Eva). Dr. Nick: Devil's advocate here, but was the whole harassing Maya part just Kaji's attempt at James Bond style tradecraft? He wants to pass a shocking piece of information to Misato, but he knows he's being watched, so he engineers a situation that potentially looks more like an organic couple's argument. Had they put [an ominous shot of a security camera here], the scene might be a teensy bit defensible.
