The municipal government, after all, is in fact run by the Magi.”	UrsusArctos: Two episodes later, we discover that the Magi are based on the three aspects of Naoko Akagi's personality. It isn't just Fuyutsuki who is personally dependent on his late colleague or even all of Nerv; all of Tokyo-3 is dependent on the preserved intellect of one long-deceased scientist.
