UrsusArctos: Kaji recognizes the Angel for what it is and isn't remotely fazed by the prospect of encountering it in-person deep inside Central Dogma. Did he expect it to be there? In Lily C.A.T. the titular robotic cat is responsible for bringing the killer alien microbe aboard the ship (just like Ash in Alien) and the microbe is accidentally introduced into the water tanks. Kaji is almost certainly behind the Episode 11 blackout, he's directly referred to as a cat in Episode 15, and he works as a triple-agent for Seele and the Japanese government. Seele is unusally interested in knowing about communicating with the Angels in later epsiodes. I wonder if Kaji tried to capture the microbial Ireul at Seele's behest, only for Ireul to be accidentally released into the Pribnow Box? (For what it's worth, Andromeda's own release in small-town Arizona was the result of human carelessness rather than robotic malice or a mechanical accident.) If Kaji's the reason Ireul got in, it means Gendo's attempts at a cover-up were doomed from the start.
