Mbryo: That's a LOT of N2 mines. Wouldn't that be enough to obliterate the entire city? Even just one N2 bomb rivals a nuke in explosive power. The Rebuild mentions that trying to break through the 6th Angel's A.T. Field by dropping N2 aerial bombs on it would require so many bombs that it would destroy the NERV HQ in the process, and I imagine something similar would have happened if they had gone forth with this 'operation'.
