It's very concise, but says everything that needs to be said to help the animators, the actors and everyone else involved figure out exactly what they need to do. In this case, it really helps bring a lot more character and even a bit of subtle development to Tokita, who would otherwise be a no-name idiot that gets swiped aside when things hit the fan.
