It's an organization run by idealistic free-thinkers, who aren't bound by bureaucratic red tape. (Gendo. The bridge bunnies are quite interesting folk too, especially Maya with her pillow, and Aoba with his long hair/air guitar.) They would fit in nowhere else, but NERV. (IIRC, Anno said NERV was based on Gainax, because of that attitude.) Anyway, "Mr. Witz"? Sounds German... UN representative?
