	019	FUYUTSUKI:“Government by majority decision of three different computers. It's a system that is properly in line with the fundamentals of democracy.”	Zusuchan: Interesting how the fact Nerv therefore essentially rules the city without the knowledge and consent of the public is never really brought up or criticized by other characters. Fuyutsuki might say this form of government is basically democratic, but it's ultimately really not, even if Nerv as an organization does relegate the basic job itself to the supercomputers.
