The activation test is a diagnostic performed the first time an Evangelion unit is activated. An activation test is not necessary for future activations.

The activation test is a diagnostic performed the first time an Evangelion unit is activated. The outcome of the test will determine if the Eva is ready to be out on the field. If successful, then the Eva and it's pilot are ready to fight. If a failure - which can happen for a multitude of reasons - further testing must be done before another test is set. There is no need for a future activation test if one is already successful.

It is not specified when Eva-01 underwent its first activation, but it is a possibility that the unit never had a proper activation test and was sent directly into combat against Sachiel with Shinji Ikari as its pilot. It is also possible that Rei Ayanami may have been the pilot used for Eva-01's activation test, but the pilot-swap test seen in Episode 14 suggests this was not the case.

Evangelion Unit-02

Asuka activated and trained with her Evangelion in Germany, long before it ever made an appearance.
