==True Purpose==
While the IPEA's existence and goals can be easily explained by international power struggles -- i.e., countries not wanting their respective political adversaries to be capable of accumulating too much power through Evangelions -- more ominous implications lie beneath the surface. Preventing each country from possessing any more than three active Evangelions also means that four Evas can never converge at the same place. In other words, the IPEA want to prevent another Second Impact from happening, hence the inclusion of one of the Adams in their logo. Assuming this is true, it can be further inferred that the IPEA are acting upon incomplete information, as both Near Third Impact and Fourth Impact demonstrate that a single Eva is sufficient to cause an Impact. While indicating that some sort of cover-up took place, it was clearly nowhere near as complete as the Second Impact cover-up in [[Episode 21|NGE]], as the IPEA not only knows about the Adams, but they know that a connection exists between the Adams and Evas (else they would never think four Evas would be capable of triggering a repeat of Second Impact).
